Longboarding

Important Update: Longboarding and skateboarding banned on Skyline Drive and Glenview Crescent.
At the Council Meeting on July 9, 2012, District Council directed staff to:
     1. Enforce the provisions of the Street and Traffic Bylaw and prohibit longboarding
         and skateboarding in the Skyline-Wavertree-Glenview area (see map below);
     2. Erect signage on those roadways indicating longboarding/skateboarding is prohibited;
     3. Continue to enforce the Street and Traffic Bylaw as amended on March 26, 2012 and
         advise Council if additional prohibitions are required; and
     4. Investigate the use of "Board Calming" measures such as, but not restricted to,"Rumble 
         Strips".

Skateboarding (including longboarding) is banned in the areas shown in yellow below. These areas include:

• Skyline Drive from Montroyal Boulevard to Wavertree Road, and
• Glenview Crescent from Wavertree Road to Forest Hills Drive.

The new regulations will be in effect starting the week of July 9, 2012.

The Long View on Longboarding in the District

Since the summer of 2011, the District has been engaged in discussions with longboarders, concerned residents, RCMP, bylaw enforcement officers, and a number of other interested parties on the best direction to take with regard to longboarding in our community. From the outset, the District has sought a balanced approach to the issue that accommodates longboarders’ desire to longboard in the community, but that also aims to minimize the inherent risks.

The District is interested in assisting the longboarding community in holding sanctioned, community-friendly events. This kind of event could provide an opportunity for longboarders to showcase their skills and for the community to learn about this increasingly popular activity.  This would be a great opportunity to increase awareness and education. Changes to the bylaw adopted on March 26, 2012:

• Added ‘longboarding’ to the definition of ‘skateboard’. This makes it entirely clear that the skateboarding restrictions in section 617 of the Street and Traffic Bylaw apply to longboards. It was decided there was no need to define ‘longboard’, but rather just include it in the skateboard definition.

• Added a new section 617.9 which makes it an offence to ride a skateboard, longboard, etc. (a) without due care and attention or (b) without reasonable consideration for others on the road.

• Added a section regarding the impoundment of skateboards clarifying that they can be impounded for 24 hours if they are being used in contravention of the bylaw. Further, if the boarder is 16 years or under, they must bring a parent or legal guardian when they come to collect the board.

• Adjusted fines. The majority of fines from longboarding are $45, but may be as high as $100 if the infraction is deemed sufficiently severe, dangerous, or both. If it is a first offence, the fine is $45. This proposes a fine that is not too high for youth to pay. For a second offence, a higher fine of $100 has been established and is considered a ‘standard’ amount (except in the instances of boarding on a sidewalk or without a helmet).

Longboarding is currently legal in the District as long as the requirements in the Street and Traffic Bylaw are met.  Please note: the City of North Vancouver and the District of West Vancouver have their own rules governing longboarding. 

Education is key!
In the interest of protecting the safety of our longboarding community and our residents we encourage everyone to:
     - Respect the rules of the road
     - Respect other road users
     - Respect your neighbours and neighbourhoods
     - Drive and ride safely (share the road, and be on the lookout for one another).
