Draft Elements of Implementation Plan - Lynn Valley Town Centre

Recent Planning Inquiries in the Lynn Valley Town Centre

Recent planning inquiries in Lynn Valley Town Centre include mixed-use redevelopment of the Safeway site as well as the south end of the Lynn Valley Centre, including the Zellers site. Conceptually, both of these inquiries are consistent with the illustrative explorations presented to the public as part of the Draft Implementation Plan for Lynn Valley Town Centre in April and May. These planning inquiries, or preliminary applications, are initial concept sketches submitted by the landowners to get early feedback on technical issues and opportunities including urban design, infrastructure requirements, traffic planning, and OCP directions. While preliminary applications are typically introductory in nature, encouraged to be conceptual and subject to change, they are referred to adjacent neighbours (within a 75 metre radius) and local community associations for early comment and feedback.

Implementation Planning for Lynn Valley Town Centre Underway

Lynn Valley is one of two designated Town Centres in the Official Community Plan. Regionally, Lynn Valley is also identified as the District’s Municipal Town Centre, which is a municipal-wide centre that provides local businesses, services and community facilities together with opportunities for medium and higher-density residential development. Lynn Valley Town Centre is envisioned as a well-designed pedestrian, biking and transit-oriented mixed use centre in the heart of Lynn Valley that celebrates its natural and cultural setting and strong sense of community. Building on the existing strong commercial core and civic uses, a mix of new residential, commercial and employment uses, park and community space and green building design and infrastructure will create a more vibrant and complete community.  Council approved the vision, Town Centre policies, land use map and mobility network on June 27, 2011 for Lynn Valley. Work is now underway to prepare a detailed Centre’s Implementation Plan. The land use concept, mobility network concept and policy directions contained in Schedule A of the OCP for Lynn Valley provide the building blocks for this work. The Plan, once completed, will include detailed design guidelines, community amenities and development contributions, transit integration, servicing, infrastructure, rainwater management and phasing strategies for development over the next 20 years.

Background Information

Council Approves District Official Community Plan:  Summer 2011

Council approved the vision, town centre policies, land use map and mobility network on June 27, 2011 for Lynn Valley Town Centre. 

Thank you all for your ongoing participation and input over the years to get us to this point!  Special thanks to our dedicated Steering Committee members who have worked diligently over the last four years providing guidance and advice throughout the process.

Second Draft Concept Plan and Set of Preliminary Polices for Inclusion in OCP: Winter 2011

Based on the feedback from the Open House and online feedback from the event in late 2010, District staff refined the Lynn Valley Town Centre Area Draft Plan and developed a set of preliminary policies to guide the future of the Town Centre for inclusion in the draft Official Community Plan (OCP).

Draft Concept Plan for the Lynn Valley Town Centre Unveiled: Winter 2010

In late 2010, the District held the Lynn Valley Town Centre Area Draft Plan OPEN HOUSE.  Over 120 participants registered for the event and almost as many completed feedback forms.

Launch of Official Community Plan Identity DNV 2030: 2009 and new website: Identity.dnv.org

Work on the draft OCP identified the need for a new urban structure that recognizes a Network of Centres with connecting corridors as the building blocks of our community.  This Network of Centres would create more complete, compact communities where people are located closer to jobs, shops and services.  The Lynn Valley Town Centre is identified in the draft OCP as the District's Municipal Town Centre. 

Community Conversations Continue: Spring 2009

Conversations about the future of Lynn Valley Town Centre continued at the DNV booth on Lynn Valley Day (May 30th). A copy of the visuals on display at Lynn Valley Days are available here.

Place-making Exercise with School Youth: Spring 2009

In an interactive workshop hosted by DNV planning staff, Ross Road Elementary School students used pictures to show what they wanted to see in their future Town Centre.

Technical Reviews and development of a Draft Concept Plan: 2008

The District began economic and transportation analyses of the LVTC charrette results.  The economic analysis anticipated a significant demand for new apartment units in the LVTC over the next 20 years, and also identified the need for higher densities to meet the desired amenity and community objectives for the Town Centre. The transportation analysis pointed to the need for an internal road network in the Town Centre to provide alternate routes for vehicles to circulate in and around the Town Centre, as well as a need for increasing alternate mode shares (transit, cycling and walking).

In late 2008, the District retained Ramsay Worden Architects to continue work on the Town Centre Plan, building on the results of economical and transportation analyses. This work included the development of a draft Concept Plan for Lynn Valley Town Centre, an exploration of mobility network options and housing types/built forms and sample illustration sketches.

Lynn Valley Town Centre Charrette - Sept 27 to Oct 2, 2007

A design charrette event was held in 2007 with the Design Centre for Sustainability to explore opportunities for mixed use redevelopment of the Town Centre with a focus on a 'High Street' and a more pedestrian-oriented environment.
