Climate Ready Rezoning Policy

The Climate Ready Rezoning Policy reflects our goals to reduce emissions and strengthen the community’s resilience to climate change impacts, such as heat waves and wildfire smoke. The policy encourages applicants to design low-carbon, resilient buildings when seeking additional density or land use changes.

New policy effective August 1, 2022

The Climate Ready Rezoning Policy applies to new rezoning applications for Part 3 buildings, as defined by the BC Building Code. This new policy applies to applications submitted on or after August 1, 2022.

The new policy applies to three categories:

  • Embodied emissions and refrigerant emissions
  • Ventilation
  • Cooling

How to comply

To comply with the new policy, applicants must:

  • submit a Climate Ready Design Strategy along with your rezoning application submission
  • complete additional emissions calculations when submitting a building permit application
  • follow guidelines for calculating refrigerants and embodied emissions
