HDR Architecture Associates, Inc. has applied to develop this property on behalf of Capilano University.

The application as submitted proposes a six-storey 207 room (362 bed) student housing building. Rental units will be secured in perpetuity.

Status and progress updates

June 21, 2021 — Development permit issued

The application was presented to Council, who voted to issue the development permit. Read the staff report with recommendation in the 'Related documents and web content' tab.

April 7-21, 2021 — Public information meeting

The applicant hosted a public information meeting, which we require as part of the development application process. A public information meeting is your chance to ask questions about the proposal and share your thoughts. Due to the current situation with COVID-19, this meeting was held online.

August 17, 2020 — Detailed application received

Staff received the detailed application and started reviewing it.

July 13, 2020 — Early input from Council

This application was presented to Council to provide them with an early opportunity to give their input on the proposed development.

June 4, 2020 — Preliminary application completed

Staff completed their review of the preliminary application. If the applicant wishes to proceed with this project, the next step is to submit a detailed application.

February 20, 2020 — Preliminary application received

Staff received the preliminary application and started reviewing it.

Site overview

The site is a surface parking lot in the north portion of the Capilano University campus.

Additional building details

Each of floors two through six will be comprised of single and double occupancy dormitory style rooms with shared washrooms and living facilities.

The ground floor will include a shared kitchen, a shared multi-purpose space, and a dining hall that would accommodate 500 students, in anticipation of a possible future expansion of on-campus housing (as shown on the site plan).

The proposal also includes a number of measures designed to reduce the need for parking — storage for at least 66 bicycles, end-of-trip facilities (eg. lockers, change rooms), improved pedestrian connections — as approximately half of the parking spots in the existing lot will be removed to accommodate the new building.

Current land use designation

The Official Community Plan (OCP) designates this site as Institutional (INST).

If this project proceeds it will require a development variance permit. It will also require development permits for:

  • Natural environment
  • Streamside protection
  • Wildfire hazard
