The application as submitted proposes:
- restoring the existing heritage building to include a general store on the ground floor and two tourist accommodation suites on the second floor
- adding a two-storey commercial building behind the existing building, containing a small take-out restaurant on the ground floor and 40 m2 (440 sq ft) of office space on the upper floor

Staff have received the preliminary application, and are currently reviewing it.

The site is occupied by the historic Mollard's Market. Deep Cove Cultural Centre is to the east, a mixed-use building is to the south, and there are commercial buildings to the north and west.
Current land use designation
The Official Community Plan (OCP) designates this site as CRMU1 (Commercial Residential Mixed Use Level 1).
If this project proceeds, it will require a Heritage Revitalization Agreement to designate the property as a heritage site.
The proposed floor space ratio (FSR) is 1.29.
