The application as submitted proposes a five-storey mixed-use commercial building with six retail units at grade, and 36 rental apartments above (29 market and seven below-market). One level of underground parking with 29 spaces is proposed (17 residential, 12 shared visitor and commercial), along with 91 residential and 10 commercial bicycle spaces.

The Official Community Plan designates this site as Commercial Residential Mixed-Use Level 2 (CRMU2).
If this project proceeds, it will require rezoning. It will also require a development permit for:
- Form and character of commercial, industrial, and multi-family development
- Energy and water conservation and greenhouse gas emission reductions
- Creek hazard
The proposed floor space ratio (the building's total floor area in relation to the size of the lot) is 2.71.
Seymour River Place will be extended to connect Old Dollarton Road and Front Street. A bike lane will be constructed on Old Dollarton Road.
