Hydrogen Technology and Energy Corporation (HTEC) has applied to develop a hydrogen liquefaction plant on the southwest portion of an existing 19 acre industrial site occupied by an ERCO Worldwide manufacturing facility.

Site overview

The proposed hydrogen plant would occupy 5.7 acres on the southwest corner of a larger 19 acre industrial site in Maplewood, where an ERCO Worldwide manufacturing facility is already located. There is existing industrial development on the east, west, and north sides, and a treed berm and tidal mudflats to the south.

Proposal overview

The proposed hydrogen plant would capture, purify, and liquefy the hydrogen that is a byproduct of the manufacturing activities already being conducted on the site. The liquefied hydrogen can be used to power zero emission fuel cell electric vehicles.

Current land use designation

The Official Community Plan (OCP) designates this site as Industrial.

Additional requirements

The site is already zoned for industrial use. However, a text amendment is required, as hydrogen is deemed to be a hazardous material and requires spot zoning to permit the liquefaction and storage of hydrogen on site.

In addition, the project requires a development permit for:

  • Form and character
  • Energy/water conservation
  • Creek hazard
