Message from the Office of the CAO: The District of North Vancouver retained David Loukidelis QC to conduct an independent review of the events and processes leading to the adoption of Bylaw 8402, known as the “Pigeon Prohibition Bylaw”. Mr. Loukidelis has completed his work and delivered his final report, including findings and recommendations to me today, February 19, 2020.

Our 2020-2024 Draft Financial Plan contains our proposed operating and capital budget, highlights of our work program, and the proposed tax increase for 2020. Core services, such as public safety, transportation and recreation, and investments in new infrastructure and renewal of the existing built environment are primarily funded by your tax dollars. We allocate funds to the highest service and infrastructure priorities, and your feedback plays a critical role in that.
