Final report re: independent review of pigeon prohibition bylaw delivered to CAO

Message from the Office of the CAO: The District of North Vancouver retained David Loukidelis QC to conduct an independent review of the events and processes leading to the adoption of Bylaw 8402, known as the “Pigeon Prohibition Bylaw”. Mr. Loukidelis has completed his work and delivered his final report, including findings and recommendations to me today, February 19, 2020.

After careful and thorough consideration, the Approving Officer for the District of North Vancouver, Mr. Dan Milburn, has advised The Waterfront Limited Partnership that if a detailed subdivision application were submitted for the property located at 1371 McKeen Ave in North Vancouver as proposed, he would refuse it.

The District of North Vancouver has retained David Loukidelis QC to conduct a review of the events and processes leading to the adoption of Bylaw 8402, known as the “Pigeon Prohibition Bylaw”. The findings of the review and any recommendations arising from it will be documented and made public.

New regulation: complete smoking ban for all District parks and trails

On November 25, 2019, Council adopted a bylaw prohibiting smoking in all District parks and trails. Council voted unanimously at the meeting on November 4, 2019 to apply the ban to all municipal parks, including wooded trails. Those caught vaping, or smoking tobacco or cannabis in District parks and trails will be subject to a $100 fine. Smoking is also prohibited on the grounds of any municipal building used for public recreation, Lynn Valley Village, or Maplewood Farm.
