Birmingham & Wood Architects and Planners proposes to redevelop the site and restore the Panorama Market building with a Heritage Revitalization Agreement (HRA).

The proposal includes the construction of a new two-storey addition in the west portion of the site. The ground floor is proposed to be used as a convenience store, takeaway restaurant, and office, while the second floor will be used for two short-term one-bedroom furnished rental suites and additional office space.

As part of the HRA, the existing building would be designated as a heritage resource and a conservation and maintenance plan will be required.

Site overview

The site is occupied by the historic Mollard's Market. Deep Cove Cultural Centre is to the east, a mixed-use building is to the south, and there are commercial buildings to the north and west.

Current land use designation

The Official Community Plan (OCP) designates this site as CRMU1 (Commercial Residential Mixed Use Level 1).

Additional requirements

If this project proceeds, it will require a Heritage Revitalization Agreement to designate the property as a heritage site.

Proposed size

The proposed floor space ratio (FSR) is 1.29.
