Staff presented this application to Council, and requested that they provide direction with respect to next steps. Council voted to defer consideration of the application until after the targeted review of the Official Community Plan (OCP). February 12, 2019 — Revised application received

The developer submitted a partial revision of their detailed application. Changes include:

  • a reduction in office floor space by approximately 500,000 sq ft
  • 2420 Dollarton Rd (former International College site) removed from the proposal
  • Berkley Road extension removed from proposal, with a provision for road dedication for construction at a later date
  • Addition of a full size playing field and new community building

July 9 to September 15, 2018 — Information open houses

The developer committed to providing ongoing public engagement throughout the summer and fall, and hosted nine additional open house events.

Site overview

The site is predominantly undeveloped, except for two industrial tenants fronting onto Dollarton Highway while the former Canadian International College site is currently being used for student housing (Capilano University) and two childcare providers.

Maplewood Conservation Area is across Dollarton Highway to the south, the Windridge Escarpment is to the north, undeveloped District lands are to the west, and Windridge Park is located to the east.

Current land use designation

The Official Community Plan (OCP) designates this site as:

  • Light Industrial Commercial Mixed Use: Innovation District
  • Light Industrial Residential Mixed Use: Innovation District
  • Park, Open Space and Natural Areas

If the proposal proceeds, it will require development permits for:

Access improvements

Dollarton Highway to be upgraded to include a new sidewalks, separated bike lanes and planted boulevards.

  • protection and enhancement of sensitive ecosystems
