2024-2028 Financial Plan
Our Financial Plan (budget) contains our operating and capital budget, highlights of our work program, and a 7.0% tax increase (6.5% to maintain service levels plus 0.5% to address the infrastructure deficit).
Your tax dollars primarily fund core services, such as public safety, transportation, parks and recreation, and investments in housing and infrastructure.
Our Approved Financial Plan for 2024-2028 was presented to Council on January 8, 2024, and adopted on February 26, 2024, following public input and Council deliberations.

A flexible plan
The plan advances the community’s priorities as identified by Council and seeks to keep tax rates as low as possible while still maintaining service levels. The plan is flexible and can be adapted as financial information changes throughout the term of the plan.
Developing the plan
Developing the Financial Plan is an iterative process and staff work closely with Council throughout, to ensure its priorities are reflected.
Review these materials from the budget meetings to see how we developed the Draft Financial Plan:
- On November 14, 2023, we provided Council an update on the Financial Plan
- On December 4, 2023, Council approved the 2024 – 2028 Capital Plan
- On January 8, 2024, the 2024-2028 Draft Financial Plan was presented to Council
- On January 22, 2024, Public Input period ended
- On January 29, 2024, Council was presented with a summary of public input received prior to the deliberations meeting
- On February 5, 2024, the 2024-2028 Draft Financial Plan was presented for First, Second and Third Readings

We allocate funds to the highest service and infrastructure priorities, and your feedback plays a critical role. For the 2024-2084 budget, we accepted input until January 22, 2024.
Review a summary of what we heard
We are committed to an open and transparent process, and offer opportunities for citizens and stakeholders to provide input into the budget prior to Council deliberations. Any comments received after the public input period are noted and considered as part of future budget iterations.
