Final report re: independent review of pigeon prohibition bylaw delivered to CAO

Message from the Office of the CAO:

The District of North Vancouver retained David Loukidelis QC to conduct an independent review of the events and processes leading to the adoption of Bylaw 8402, known as the “Pigeon Prohibition Bylaw”. Mr. Loukidelis has completed his work and delivered his final report, including findings and recommendations to me today, February 19, 2020.

It is important to note that this report sets out findings of fact and recommendations in relation to how bylaws are brought forward for council consideration, potential policy updates, and enhancements in regard to training on conflict of interest, ethics, freedom of information and privacy matters. The report does not contain any legal findings as there are now matters before the court that had not been initiated when the independent review was commissioned.

The District of North Vancouver is committed to transparency and continual improvement in our service to the community. We will consider the report recommendations and will take action where appropriate.
