Richard White Advisory Planning Services has submitted a preliminary application on behalf of the property owner for this property.

The application as submitted proposes a mixed-use development with 334 owner (strata) units, 146 market rental units, 152 student housing units, and approximately 1,656 sq m (17,825 sq ft) of commercial floor space fronting Mountain Highway.

The proposal includes a 22-storey building with a six-storey podium and a 29-storey building with a six-storey podium.

A total of 597 parking spaces are proposed.

Site overview

The development site is approximately 1.3 ha (3.2 acres), and consists of 24 single-family lots and two areas of municipal lane.

The Seylynn Village development — four buildings ranging in height from six to 32 storeys, with an eventual 790 homes and 1,115 sq m (12,000 sq ft) of commercial space — is to the north, and Seylynn Park is to the west.

To the east is a future low-rise apartment development assembly, and the land to the south is designated for a mix of low-rise and high-rise development.

Current land use designation

The site has two designations in the Official Community Plan (OCP):

  • The western portion is designated CRMU3 (mixed commercial and residential multi-family uses to a maximum floor space ratio (FSR) of 3.5)
  • The eastern portion is designated RES6 (multi-family residential uses to a maximum floor space ratio (FSR) of 2.5)

Additional requirements

The development site is currently zoned for detached residential (single family) uses. If the project proceeds, it will require an OCP amendment and a rezoning. 

It will also require a development permit for:

  • Form and character of commercial, industrial, and multi-family development
  • Energy and water conservation and greenhouse gas emission reduction
  • Creek hazard

Proposed size

The floor space ratio (FSR) is approximately 3.9.

Access

The development includes provision of a new north/south lane through the site, to connect Hunter Street to Fern Street, as well as a portion of Lynn Creek Town Centre's 'green spine' linear park. The green spine will provide a landscaped pedestrian connection between Hunter and Fern Streets at the east side of the development site.

Road dedications and infrastructure improvements on Fern Street, Mountain Highway, and Hunter Street will allow for:

  • road widening
  • intersection improvements
  • street lighting
  • sidewalk installations
  • boulevard and street tree plantings

Site history

On August 10, 2016, staff received a preliminary application to develop this site, followed by a detailed application on October 25, 2017. That application was withdrawn on January 9, 2023. This tab contains the relevant information from that previous application.

Proposal details

The application as submitted proposed a mixed-used development with 206 market rental apartments, 42 non-market rental apartments, 164 owned (strata) apartments, and approximately 1,208 sq m (13,000 sq ft) of commercial space fronting Mountain Highway, all in four buildings:

  • one eight-storey mixed-use building (commercial/residential) with 77 market rental units
  • one 19-storey building with 164 strata units
  • one six-storey rental building with 42 non-market units and 13 market units
  • one seven-storey market rental building with 116 units

It also included 486 parking stalls (416 for residents, 42 for visitors, and 28 for commercial use).
