Authorizes the District of North Vancouver to enter into an agreement with the City of North Vancouver for joint administration of municipal arts and cultural services.

Allows the District to withhold permits for a property on the community heritage register if the permits will negatively impact the heritage value of the property.

Exempts certain land and improvements from municipal taxation.

Establishes the District’s Community Heritage Commission and outlines its mandate, procedures, annual budget, membership, and qualifications for appointment.

Establishes the North Vancouver Museum and Archives Commission, which is jointly operated and funded by the District and the City of North Vancouver.

Establishes the Board of Variance and includes information on its jurisdiction, procedures, application fee, and appeal process.

Establishes a plan for preparedness, response and recovery in the case of emergencies and includes information on duties and responsibilities, liability, compensation for loss, and our emergency plan.

Establishes the owners’ portion of costs related to certain local area service works.

Allows the District to remove any dangerous trees, shrubs, hedges or bushes growing near a highway at the expense of the land owner.

Establishes the annual charge per taxable frontage to be charged against parcels benefiting from or abutting the street reconstruction class of works undertaken as local area service projects.
